Eccentric Brace Anchorage

I am designing ecentric braces for a 2 storey building. Do I have to design the anchorge hold down force for the plastic capacity of the hinge beam or can I design the force using the actual uplift force x amplified earthquake factor. The plastic force will result in a much increased pier size, which seems overkill.
