Load capacities for adhesive anchors in Hilti and Powers Catalogs vary depending on the "Edge distance" or "distance to free edge".

Does the edge distance refer to the distance from the anchor to the mortar joint in an individual block or the distance from the anchor to the edge of the block wall?

If all the cores are grouted solid, does it make any difference in load capacity, if the anchor is installed in a mortar joint and not in the center of the block?

Edge distance refers to the edge (end or top) of the wall.

I agree that the edge distance is to the free edge of the wall. Take a look at the manufacturer's literature. For example, Hilti's HY 150/HIT-ICE in 4.2.4 (p102 of the 2005 catalog) lists that the anchor can be in the cell, joint or any combination (note 3). You just have to look at the foot notes and be sure. They don't all necessarily say the same thing.
