Effect of water & flow on flammability (LEL)

I'm looking for data on the effect of moisture and flow velocity on flammability limits. I have one reference from Budapest in 1977 that says increasing either will increase the LEL, but the data are ragged. Does anyone know of any research in this area?

The flammability range of hydrocarbons in air at room temperature and pressure gets narrower and may dissapear, i.e., the mixture is no longer flammable, with the addition of an inert. For methane/air mixtures, with a range of 5-15% of methane in air, this point is reached with 21% CO2 by volume, or 26% water vapour, or 35% N2, or 48% He.

I didn't see any article on combustion kinetics dealing with flow velocity as a variable in determining flammability limits.

 
How might one determine the impact of an inert on a submicron aerosol of a liquid with a defined flash point?
