Effective width of H-beam plus deck plating?

One of my H beam is not strong enouth, so I try to consider the plating(on top of h-beam).
Normally we can get the Effective width according the AISC
B section(such as T beam or angle).
But for H beam, the flange and the plating is a composite section, so the T should be the thichness of flange thichness or the thichness of total?

If the plate is secured to the 'H' (or W) section and welds supplied to develop the shear, then the thickness could incorporate the plate plus a small overhang of the plate on each side of the H. I don't know what codes are in effect and whether they permit this (even, as a rational design approach). Can you gain any benefit from using a limit states approach and if the section can be considered as 'compact' gain some additional strength by considering Z in lieu of S; this may give you an increased 10 to 15%...
