I am trying to determine the required maximum spacing for egress points for a utility tunnel. The tunnel is used for steam, condensate, and some electrical at a U.S. University. Anybody know where a requirement exists?

Internationl Building Code 2000 has the following guidance for what seems to be your application:
Section 306: Factory Industrial Group F-1
From Table 1004.2.4: Exit Access Travel Distance
Without sprinklers - 200 feet (i.e. 400 feet between exits in tunnel)
With sprinklers - 250 feet (i.e. 500 feet between exits)

Addtionally Section 405.8 (Exits) requires a minimum of two exits for underground "buildings".

Although these requirements are usually intended for human occupancy structures - the requirements sound reasonable considering risk of injury/accident from both elecrical or steam/hot water sources.
