What is the minimum distance between the surface and the electrical contact for a domestic house receptacle?
What is to + - alowable for a producer of electrical receptacles?
Underlaying question is "could a plug be held away from the receptacle face .004" and not impose a violation of safety?"

I beleive it will depend on the countries you plan on shipping to. If your strictly North America Daleyfish is correct. If your talking about the EU refer to IEC 60320-1 and IEC 60320-2-2. Christopher Caserta

UL does not give anything away. UL makes you buy from global engineering documents. We made something similar and there was another UL standard, I think it is 247? It is an appliance standard. But ultimately will depend on application to determine which standard to use.
