Electrical Design Fees

I was asked to provide a proposal for an OSHPD 3 clinic. Ground up. What should I charge?

I am thinking of doing around 7% of total electrical construction fee, but that seems a bit hefty. I am in the SoCal area.

You need to list all tasks required for the work, estimate the design staff-hours and expenses for each task, add up all the tasks, and apply the necessary salaries, overhead and profit.
