electrode boiler, low water fuel cutoffs

How many low water fuel cutoffs do you need ( according to OH&S) on a electrode type boiler, with working pressures over 1103 kPa and steam pressures at over 23 psi... The baffle is made of brass and your safety valve pops at 6% over your max pressure?
