Can electrolysis occur between a stainless steel plate (of a heat exchanger) and an iron water pipe?

If you're refering to every day corrosion - the answer is YES.
 
galvanic corrosion, driven by electrochemical potential differences in materials, is a function of three things.
1. The difference in the materials.
2. The conductivity of the environment.
3. The relative amounts of the metals.

If you are in clean low conductivity water and you have a lot more CS than SS there is little chance of problems. If you have higher conductivity and relativly little steel, then you will have issues.
