A suitable mechanism drives one of the cones in or out relative to the other one, on one shaft, and the one on the other shaft has a tensioning mechanism in it.

That "suitable mechanism" in this case appears to be a stepper or servo motor of some sort. In automotive applications, more commonly it's hydraulic. The electronics operate a directional valve that either pumps more fluid into the chamber behind one of the cones, or vents fluid out of that chamber.
