Electrostatic Dehydrator oil retention time

Hi,
we have 12' X 70' dia electrostatic dehydrator, vendor ask for oil what retention time you need it, I have no idea for this nor find any reference for this.
Can any one have experience in designing or operation of electrostatic dehydrator, can guide me for retention time.
