Element deletion using Hashin failure criteria 1

Hello,

I am trying to model the damage of an FRP composite in Abaqus Explicit. The composite is modeled with shell elements, and Hashin criteria is used for the damage. In this model, I can see that the matrix tension damage (DAMAGEMT) reaches 1 for some elements, however, the status for those same element remains at 1 instead of changing to 0. I've enabled element deletion, and requested the status output, but it doesn't look like any of the elements are being deleted. How can I change the status of the elements with damage of 1?

I tested the same material properties on a simpler part, and it seems the elements will delete, but only after distorting a lot (about 2% strain).
