element dragging in drafting

In the past I posted a question asking how to disable the ability to drag elements in the drafting module. The answer came, which was to go to options, drafting, geometry, and then to un-click 'allow direct manipulation.' It worked great!

Now we have gone to V5 Service Pack 2, Build 23. Now, when I do the same thing to disable element dragging, it doesn't work! What happened; is there still a way to do it?

We're using the same version, revision and sp and it works on my system.
