Embeded energy of an 'active breakwater'

Hi, I am looking into a nearshore wave energy project that will make use of a breakwater to support the wave energy conversion devises. The breakwater will be made of a mixture of a rubble mound (boulders), and precast concrete chambers.

I would like to determine the energy payback time of the project. As I understand it, the majority of the energy used to create the breakwater will be from the production of the concrete and mining of the rock. However, I really don't know where to start in terms of putting figures to it.

Any pointers would be gratefully recieved.
