embedment/development length for drilled and grouted reinforcement using cementitious grout

I am running into the same query posted in the linked thread mentioned above.

[li]Bridge Project. Application: Embed Vertical rebar for a new concrete barrier into existing concrete below. Concrete barrier can see lateral load from vehicular collision. so rebar will see shear and tension.[/li]
[li]looking to calculate development length of rebar embedded into existing concrete (3000psi) using a non-shrink grout (SikaGrout 212)[/li]
[li]Per guidelines the drilled Hole Diameter- Minimum 1 inch larger than the diameter of the bolt/rebar (1/2-inch annular spacing)[/li]
[li]Sikagrout 212 has a 28 day Bond strength =2000psi & Compressive strength =7500 psi.[/li]
[li]DOT does not allow use of adhesives like epoxy for this application.[/li]

[li]Drilled and grouted reinforcement using cementitious grout seems to be common practice with the DOT.[/li]
[/ul]

How do I calculate required embedment length for fully developing the drilled and grouted reinforcement? Any references would be appreciated.
I could not find tabulated capacities from the manufacturer (Sika) based on testing similar to those seen for epoxy adhesives like by Hilti.
