Does anybody know of some literature to design/determine the embedment length of mild steel rebar in prestressed concrete piles to transfer uplift loads?

Your answer lies in the Building Code Requirements for Structural Concrete, ACI 318(02), Chapter 12, Development of Reinforcement.

In general, you'll find that the development length, Ld should not be less than 12", and can be as much as 71*Db or more, where Db is the bar diameter. For example, in 6000 psi concrete a 60ksi rebar will require an ultimate development length of 58Db for #7 bars or larger. The code commentary details the various reasons for different bond lengths.
