Is it true that US EPA requires such plan for owners of AST's at and above 1 million gallons. Where can a generic ERP be downloaded from?

API publishes many emergency response documents. Examples include API 1994 on pipeline spills, Publ 760 risk management, 770 human errors, RP 2021 storage tank fires, RP 2221 contractor and owner safety, RP 2350 overfill protection, RP 55 involving H2S, RP 70 security, RP 75 offshore HSE management, RP 750, Std 2015 safe entry, Std 2610 terminal facilities, etc.
