Empty compressed gas canisters 1

Can anybody tell me what the OSHA requirements are for empty compressed gas canisters? We have them in a designated area, but when are they reqired to be chained together?

Good point. I always prefer to err on the side of caution when I have a choice in the matter. I only ask because you get much less grumbling from an 1100 strong labor force if you have a standard to refer to when you're adding to their daily job duties. The process is going into place either way, just easier on my department if we are inforcing an already established process for compliance purposes.
 
Empty cylinders are rarely, ever truly empty. Usually the pressure drops so low that the last bit of gas isn't worth the trouble.

We treat them all as if they were full as far as restraint.
