I'VE BEEN TOLD THAT A 3.1 MATERIAL CERTIFICATE DOES NOT HAVE TO INCLUDE PHYSICAL AND MECHANICAL PROPERTIES.

CAN SOMEONE PLEASE TELL ME WHERE I CAN FIND WHAT HAS TO APPEAR ON A MATERIAL CERT FOR A CAST PART WITH A MATERIAL SPEC CALLED OUT AS EN 10204 3.1 for GX2CrNiMo 19-11-2 DIN 17445 14409?

The EN10240 3.1 part of the spec only refers to quality system issues and how generates the report. The material spec DIN17445 should address what needs to be reported.

Material mechanical properties and chemical analysis have nothing to do with EN 10204 - that standard deals with Quality Management Systems as noted by Ed Stainless.
DIN 17445 will list requirements for mechanical properties and chemical analysis.
