EN 12874 vs IMO Circular MSC/Circ 667

Hi guys,
I am going to use a flame arrestor on external turret mooring system for FPSO. My Notified Body said the design shall be based on IMO Circular MSC/Circ 667, however my vendor use EN 12874, which is the vendor said more stingent than IMO. Can you give some advices? Thanks before.
