How to calculate the internal design pressure limits for tank containing water ? I need it to calculate the shell thickness (9.2.2)

Condition given are they are closed top tank with atmospheric pressure (The atmospheric presusure of air is = 1013.25 mbar, while the very high pressure tanks has design pressure limit of <=500 mbar (Table 3))

The Actual design pressure and actual design internal negative pressure are Information to be supplied by the purchaser. See Annex A.
