EN13445 Testing Category 4

Table 6-1 Shows the maximum allowed values for the nominal design stress.

Normally for test category 4 the nominal design stress is multiplied by 0.9.

Does this also apply to the nominal design stress for bolts in "11.4.3 Bolting" for the test category 4 case?

I would say no.
As I see it the 0.9 is used to increase the shell thickness to compensate for not having to do any NDT, this is usually not applicable to bolts.
