Energy storage and release.

This is a bit of a brainstorming exercise, so all comments are welcome:

Looking for the most compact way to store and release energy in a particular application: Here are the specs.

Less than one kg weight.
As small as possible
Less than $50 USD
Takes in mechanical or electrical energy at a max rate of 1000 watts for .2 sec
Releases stored energy in .005s at an average rate of 4kW
Efficiency > 10%

Inputs can be mechanical (rotation or linear motion) or electrical (current).

Output is linear mechanical motion, no particular stroke or force requirement, just need energy and power as spec'd.


Storage can be potential, kinetic, or electrical, don't really care as long as I can get the storage, efficiency, and fast output as listed above.

You could consider a negative-rate Belleville Spring switch or actuator. We use these type switches in both electric and hydraulic applications where a positive force is needed in a hurry.
There are many makers of this item.

Here is a concept that might be applicable
 
Wouldn't going tap-tap-tap with a ball-peen hammer pretty well fit the qualifications? Maybe on a bigger scale if required?
