Engineering regulatory landscape in Poland; collaboration?

A Canadian client is bidding to supply a process vessel 20m tall, with platforms and accessory equipment. Foundations will be designed by others, and the process and mechanical needs are not our concern.

1. Can a design satisfying ASCE-7/IBC or NBC be imported and used, or is there a Polish or European standard governing industrial structures, platform/ladder/stair dimensions and details, etc?

2. Are design loads determined from the same standards, or separate standards?

3. Where are site-specific snow/wind/seismic data published, for Poland?

4. What engineering licensing would be acceptable to authorities?

I would think consulting fees in poland would be such that it would not kill your budget to hire a local firm to navigate you through these tough bits.
 
*your client* (if main contractor) should have a local partner to take care of licensing for all aspects of project (processing,electro,foundation.. also need to be taken care of for permit issuing).
Alot of bureocracy will be involved, and expect eurocode (with corresponding national annexes) to be apllicable for design/loads.
