Engineering Spec: API 5L...AND Code Stamp

Looking at an engineering datasheet for a vertical basket strainer. It lists under materials of construction:
* Strainer Case - API 5L PSL-2 X52 Pipe i.e. the shell of the vessel portion.

It also lists - Governing specification: ASME B31.4 / Section VII, Div 1 (not a typo - "Section VII")
And in notes: Quick Opening Closure - Code Stamped

Sounds like a piping engineer wrote a vessel spec, but not sure.

Not sure what to have quoted here - just take exception and provide a rolled SA-516-70 shell?
No way to use API-5L in a code vessel that I'm aware of.
Thoughts?

These sort of filters usually don't classify as needing a code stamp due to small volumes.

The quick opening end closure itself needs to be stamped, but not the whole thing.

But why don't you just buy one ready made from a filter / strainer vendor and let them provide you with all the paperwork.

Seems rather silly designing one yourself for something so basic and readily available as a finished item.
