I have a sudivision entrance (proposed) that will intersect with a highway that is sloping downward at 3% grade. Should I superelevate the entrance to match the highway?

You have no choice about setting the subdivision street at a 3% cross slope to meet the highway. I would treat it as superelevation and use that design criteria to set a transition length. Pay special attention to drainage. Superelevation transitions can be tricky. Don't worry about the effect of the cross slope on subdivision traffic, 3% isn't anything to be concerned about.
 
yes it will be tricky since my first inlet is within 70' of the intersection - thanks for the help
