Hello,
in a project we have a vertical static vessel to be grouted, in my previous project, the contractor grouted all the foundations area, but in my actual project, the contractor suggested just a ring as illustrated in the attached picture.
is there any impact or difference in just grouting a ring instead of all the top of the foundation
Thank you

IMO, it should be okay to only grout the baseplate ring of the anchor bolts.
To grout the whole surface of the foundation is just for a cosmetic appearance to me and a waste of money.

The answer requires engineering (or engineering judgement), dimensions and loads. Without knowing more, I would say if everything works with a baseplate with the same shape as the proposed grout works, then the proposed grout probably works. Is this a heavily loaded post/leg for vessel? Or is this the bottom of a tank?

Depending on the situation, when you do a grout ring you may want to provide a drainage channel so that you don't end up with a puddle of water from condensation or other sources.

If it's a vessel with a skirt you may not even have a full base plate and may just have the ring.

The proposed grouting may well work, but given the deficiencies I've seen in supposedly 100% grouted baseplates I'd be wary of allowing them to aim at 50%.

How does the contractor propose to form the inner ring? And how does anyone inspect it when grouting is finished?

Is the octagon the vessel's bottom plate foot print?

What do the manufacturer's installation instructions say to do?

You will need input from the tank manufacturer. The tank designer may have assumed a fully supported tank bottom. Otherwise, the tank bottom may not be capable of spanning between the grout pad

For the reasons BAretired stated, seems like the half finished grouting is simply opening up more avenues to get it wrong. A competent contractor familiar with grouting should not really have any issues grouting the entire area. In practice with a flowable/pourable grout I don't see any advantage in doing the ring unless the baseplate is also a ring? (unsure if you are implying this or not as a by product of going to the ring?)

Bases of vertical vessels are often skirts, often have rings, and often have access to the skirt for inspection. This would not be an overly unusual situation.
