equipotential concrete for slab composition

I have a project where a room needs to be electrically isolated / grounded from the surrounding building. Physical separation is a must, but not enough per the client. I've done research and came across equipotential concrete floor slab as an option. It utilizes layers of insulation and steel sheets for the equipotential layer, but from the literature I have come across, I can not get a visual in my mind of the composition and how concrete shall encase it all.

Seeing if anyone here has come across this design requirement and specifically equipotential. Seems common enough, I just haven't come across it

Why not provide a physical separation with a gap filled with insulation, and then it's own separate grounding to that section. I can't imagine why there would need to be further separation than that.
