Equivalent Elastic Modulus of Cables

Hi,

I’m going to design a 40m long steel composite bridge which is hung by a steel arch above with steel cables (similar to a bowstring arch bridge). And my question is about the estimate of equivalent elastic modulus of cables.
If you guys look at the attached pdf file, there are equations of equivalent elastic modulus which is a function of sigma 1 and sigma 2.

For the time being, if I just look at the tangent modulus and live load effect in the cables is small, can I assume that sigma 1 = pre-tension stress + dead load of the deck?

If dynamic analysis is needed (and I expect there may be a big change in stress, probably I'm wrong...), do I have to go for the secant modulus which involves sigma 2 and it changes during analysis. If so, is complicated non linear/iterative analysis needed?
