I posted this recently regarding ASME IX and BS/EN/ISO and it would also be applicable to AWS D1.1
If you want to qualify a welding procedure and/or qualify welders to ASME IX it is all contained in one book - a very big book but everything you need is there.
If you want to qualify anything to EN ISO then be well prepared.
ISO 9606-1 (this is only 1 of 5 parts) has 14 x standards that are deemed "indispensible"for working with this code/standard.
So that is 15 x documents required for welder qualification.
Then BS EN 15614 for your welding procedures has 24 x referenced standards included but no mention of "indispensible".
So that is 25 x documents required for welding procedure qualification.
So with my basic maths it looks like EN ISO requires 40 x documents / codes / standards to do what ASME IX does in one.
Correct there is no single Welding code in Europe
The welding companies must be qualified to do the job
and the design is covered by the steel design code
