ESFR and adjacent Extra Hazard Group I

I have a building (bidding stage but I am highly likely to get the job) where the owner has identified rack storage of rubber tires where I am using ESFR K16.8 pendent sprinklers discharging at 52 psi.

Adjacent to the rubber tire storage racks there is a large area identified as Extra Hazard Group I where they are building mobile homes.

Is there a problem with extending the ESFR system to cover the entire building? I seem to remember reading it wouldn't be a problem but I can't find it.

NFPA 13-2016 8.4.6.6 permits ESFR sprinklers to protect light and ordinary hazard occupancies, not extra hazard.

The 13 handbook commentary for 8.4.6.6 states '...ESFR sprinklers are not permitted to protect flammable or combustible liquids and/or shielded storage arrangements that are part of the defining criteria for extra hazard occupancy use groups.'

Also, manufactured home building facilities are Extra Hazard Group 2 occupancies, not Group 1.

Georgia just adopted the 2019, a jump from 2013, so I am having to find everything again.

and yes, mobile home construction is EH2.
 
I remember actually two cases of industrial buildings in the US equipped with ESFR. There was no storage. I was also skeptic with the concept of ESFRs for non-storage occupancies when I first met the situation. The reasoning I got when I asked was that the owner wanted flexibility for providing a space that would not require sprinkler modifications. ESFRs proved quite pesky and challenging during coordination with obstructions at or near ceiling.
