ETHYLENE TANK EVALUATION, OUTER TANK CORROSION , OLD LEAK IN ONE NOZZLE

Hi All
we have Ethylene tank (double walled) , in service since 1978.
1 - The outer tank suffered from localized corrosion in roof (around welding),in the compression ring and in some nozzles,if we want to calculate minimum thickness , who is the best and experienced party to consult??
2 - Also there is one nozzle (2") on the tank roof as per the history, this nozzle had a leak due to excessive blasting , no hot repair was done , only temporary repair by clamping and wrapping with GRP was done. it is now more than 21 years in service (no leak was reported after this repair)
How we could evaluate this repair , , should we keep it or permanent repair should be executed ??

3 - Also we need to know the possibility of online hot work repairs for this type of tanks, without decommissioning, if there is previous experience to conduct online welding to be shared ,pls.
4 - Now the tank is in-service for more than 35 years, internal inspection had never been done, so what is the criticality of continuous operation ?? what is the need for decommissioning of the tank ?? It should be noted that heating coil (under the tank bottom is out of service from long time
