Do the European Standards for Welder Qualification compare to ASME Section IX?

If pipe-welders were recruited from overseas, would their testing experience be similar to ASME?

There is no simple answer. Welding qualifications cover such a wide spectrum of industry, which is bound by different legislation, standards, practices that a specific answer cannot be given.

Depend on what code/directive/pecificationn that was orginally used the qualifications of the welders may be similiar, though some testing allows the use of power tools to clean and prep welds between passes other test do not. Having said that, if the welders need to qualified to ASME codes then a retest is required.

I guess what I'm really asking is this;

To weld 10" and smaller, standard wall piping using the SMAW process. Is the testing positions and acceptance criteria close? 2G, 5G or just 6G for all position Qualification etc.

I am unfamiliar with European Standards completely, and wonder if there are general comparisons like the lines above.

It may help to know your specific application for welding -high energy piping systems, service water systems, HVAC piping, structural, etc. to assure adequate comparison of Standards.

Check out Walter Sperko's website. He has written several commentaries on the issue. Some of them would be in back issues of the Welding Journal magazine. Some stuff is on his website as well.

Within the context of the ASME B&PV codes and the PED, it has been my experience that the PED requires more NDE and impact testing for welder qualification. Off the top of my head I would say check out EN287 and EN288 as well as the PED itself.

EN 287 specifies the Welder Qualifications. Generaly speaking they are far more stringent than ASME IX.
