An existing MV residential distribution system is not being used for more than 5 years. The owner wants to issue a tender for refurbishing the system and complete it before energization. I wonder should what the contractor should do?

1- Consider as if these equipment and cables are operational and perform maintenance tests (megger, DC resistance for CBs, tans delta for transformers....etc) for every piece of equipment and cables, excluding faulty equipment (eye inspection), or

2- Re-perform FAT routine tests on major equipment (switchgear, CBs, VTs, CTs,Transformers) and megger test existing cables (end-to-end) - DC test.

On other hand, is there any LV test to be performed on existing underground cables? DC Megger?

any clues?

It all depends on the condition of the equipment. If it is a pest laden area, poor environmental conditions (like, frequently flooded, exposed to rain, vandalism, theft etc.) may need extensive test.
If it is a fair weather and located in an area where a good civil society exits, the refurbishing requirements may be very low. It may be as simple as, Just meggar it and energise.

So to fair with the Contractors, first have joint survey with the prospective contractors, take a budgetary quote and then proceed.
