Evaporative Condenser IPLV or EER requirements for Title 24?

I am working on a job that is using a cooling tower with a chiller, but the refrigerant from the chiller is piped directly into the cooling tower, so technically its an evaporative condenser rather than a heat exchanger between.

I am trying to figure out what the code requirements are for efficiency of this type of system. I see the title 24 chart that shows the following:

that is called "remote condenser". Is that a wet or dry condenser?

I guess you have to find out what your applicable code is and talk to JHA if you are not sure. New construction, Existing building, type of building? Lots of things that can matter.
 
Wet condenser. It is a cooling tower, it just has refrigerant going into it instead of condenser water.
