Wow, that's pretty impressive!

I don't understand how the excavator arm ended up well above the bridge deck but it did not punch through the concrete bridge rail.

Any thoughts?

Looks like a lot of the post-tensioned cables have been damage as well.
Worst-case the deck may need to be replaced.

The excavator arm tore through the exterior girder wall and punched up the the deck, missing the rail. That'll leave a mark...

Wow, very stupid!! But here in the UK where we have those red double decker buses every so often a driver forgets his way and slices the top off the bus on a bridge deck. Luckily most of us are too lazy to climb the stairs to the top deck of the bus.
