Existing Corbel

I've got a situation where I'm being asked to expand an existing structure. The existing structure was built with a corbel to plan for future expansion. The only problem is, the existing corbel is not detailed correctly. The anchor bar is not welded, and the ties do next extend 2/3*d down the corbel. How would you approach this problem?

If the corbel is not capable of supporting the new loads, it would need to be removed and replaced with one that is, or an alternative support condition would need to be devised in that location.
