Expand Command in Drafting 1

Greetings:

I am wanting to add lines to my drafting views to dimension from. I've done this in the past and it enables me to pull angles, and then if I move a view around the sheet that has the lines, the lines move with the view. For some reason, the lines do not appear. Is this a layer issue?

It could be a layer issue.
It could also be a view issue. If you are using the master model technique (the drawing is in a separate file than the model), it may be that the view you see on the drawing is being pulled from the model file rather than the drawing file. So if you are in the drawing file, switch over to the modeling application, add some reference geometry, then switch back to drafting - the new reference geometry will not show in the drafting views. When you add a base view to the drawing, you can choose whether the view comes from the model or drawing file. Recent versions of NX default to pulling the view from the model file.

In The Master Model Concept That's why a drawing is a view holder and by all means to not pull your views from the Master file.... Only the drawing file. Problems all the time.
 
It could be a layer issue. Look into Layer visible in view and reset to global. Also make sure you have the view you are sketching in, selected as the sketch view.
