Expansion anchors installed into top of concrete on metal deck

Does anyone have any testing data on an anchor being installed into the top of concrete on metal deck with less concrete than is specified by the manufacturer? I know that's kind of specific but I have a project where they "have always done it this way" using 2" concrete on 2" deck but there isn't a mechanical anchor in the industry that has numbers for that configuration. Of course all of these have been stamped previously and I don't operate off of "another engineer did it and it's ok" or if I talk to some of them and they tell me that "it's ok" to use 2" instead of 2 1/4" because it's not that much difference. I will likely give them a configuration and have them to load test it but didn't know if any one had run into this before.

Hilti (in the uk anyway) do an anchor for this with 50mm concrete over metal deck, I can't remember what it's called but if you contact them they are always keen to help sell desperately expensive anchors
 
I have used the ACI, Chapter 17 - Anchoring to Concrete for anchoring situations where the manufacturer specifications do not apply. You can use your concrete thickness and anchor spacing to calculate the capacity of the anchor group using ACI calculations in lieu of testing if needed.
