Explosion from vapor emissions from an underground storage tanks

Does anybody know under what circumstances other than in decommisioning, a petroleum underground storage tank would explode. What is the extent of emissions coming from a USt and could these lead to an explosion and how would you go about modelling the explosion from a UST?

We did a study a few years back considering the impact stage 2 vapour recovery could have on UGT at service stations when cars were fitted with vapour recovery cannisters. Conclusion was that sufficient air could be drawn into the UGT and that an explosive mixture could be reached. All that was needed was a source of ignition which could come a number of events.
