Explosive atmosphere classification

Good day engineers,

I have trouble whether to classify a few materials as explosive or not.
The materials are Therminol 66 (CAS no. 61788-32-7) and monoethylene glycol (CAS no. 107-21-1).
Normally if I'm dealing with substances above their flash points - I see them as explosive and select their temp. class and equip. group acc. to IEC 60079-20-1 : 2010.
But MSDS for these materials states that they do not have a flammability hazard, even though MSDS states their flash points, auto-ignition temps, upper/lower flam. limits, etc. And they are not listed in IEC 60079-20-1 : 2010.

Why would the MSDS state they are not a hazard? And how to evaluate these substances, should I specify all the equipment to be ATEX or not?
Any insight would be helpful
