Extend 1" side of concentric Swage 3"x1" connect to inlet port of PSV

I would like to know, in design connect to inlet of PSV has Concentric Swage 3"x1" + Flange.But Dimension of vendor incorrect(shorter)
Can I Extend concentric swage 1" side(insert 01 pipe 1" 80mm length)for inlet side of PSV.

No. You should not have a pipe diameter size reduction on the inlet piping to a PSV in the first place. Is someone going to be checking this work before it gets fabricated / installed? I ask because it sounds as if the company you're working for needs to hire someone experienced to oversee the design and mentor the less experienced people who are routing piping.

This sounds like another JAFCO situation.

I think you can, but you need to ensure that at the relief flow rate you don't exceed the allowance on the inlet pressure losses (3% of set pressure from memory). If the inlet flange to you4 relief valve is a 1" connection, then 80mm extra 1" line shouldn't have a big impact, but you need to prove it. Only you have the knowledge about what this is protecting, how long the 3" line is from the pipe or vessel you're protecting and what the flow rate is.
