External Pressure on Piping

I have a couple of questions about external pressure.

The pressure vessel has a pipe that enters through a blind flange travels about halfway down the tank and then returns to exit through the same blind.

Per UG-28, would L be the length of the pipe from the point it enters the blind to the point it exits the blind?

Also, would the external design pressure be the difference between the vessel design pressure and the pressure inside the pipe.

Yes, you should satisfy UG-28 with L as the centerline developed length betweem entry and exit.
And the external design pressure should be the maximum pressure differential across pipe wall under all operating conditions: if the pipe has no vacuum condition, its pressure should normally be taken as atmospheric in calculating the difference.
