external reference and unpublished element????

My settings in V5 were changed back to default. Now when I try to place a sketch plane on an existing solid's plane I get the message "Impossible to create an external reference from unpublished element". Where is the setting located to change this?

Tools>Options>Infrastructure>Part Infrastucture>
General>External References> Only use published elements.....


I would guess this one.
