Extrude from curved face

I am having trouble modeling the attached part. Extruding off of a curved face and getting the outside edges to match up with the circles has been a problem. Any advice you have on how to create this shape? Thanks.

Your drawing contains a few ambiguities, such as 'edges' and a 'hole' seen in the Side view (lower right) which appears to have to no corresponding edges or features in the Front view. And then there's that 6.0 inch (I assume this is an Imperial units drawing) dimension which appears to be the projected distance between the silhouettes of the blended edges of a pair of bosses positioned normal to a cylindrical shape, hardly the type of dimension that one could manufacture a part from. It would have been much better if there were a horizontal dimension in the End view (upper left) showing the length of the chord of the interior arc segment. Or barring that, a dimension for the angle of the arc segment. At least these would have been unambiguous values. It's almost as if the dimension in the Front view, such as the 6.0 linear dim and the 4.0 & 5.5 radius dims are more likely the dimensions of that flattened shape which is then wrapped arond the 11 inch diameter 'profile'.

Anyway, how do YOU think one should treat those dimensions seen in the Front view. Do we treat them as projections from the 3D model or the profile dimensions of the 2D profile before it's wrapped around the 3D 'cylinder'? Also, could you please explain what we're seeing in the Side view, as mentioned at the start of this response?

This was taken from an old drawing but the dimensions are supposed to be of the actual part not the 2D flat profile. The drawing ambiguities such as the hole in the side view is my fault. I deleted a lot of other details from the drawing because I was more concerned with getting the overall shape along with the pair of bosses. The outer dimensions such as the 6.0, 5.5R, and 4.0R that you are referring to is not critical but I am using it to get in the ballpark.
 
OK, the attached model should get you started. Note that I did not 'extrude' the face but rather 'Thickened' it.
