As the name suggests, I need to design a foundation for an aluminum extrusion machine. I have been given the loading requirements for the foundation from the manufacturer. In one location I have a pier with dimensions (LxWxH) 39"x107"x30". The load on top of this pier was given to me as 90 kips +/-. This load acts in the same direction as the length (parallel to the 39" dimension) and can be positive or negative.

The question I have right now is in relation to the load factors to apply to this cyclical load. Do we use a load factor of 1.6? And is there anything else that might be needed for fatigue requirements?

seems like you need more information. Ideally the foundation should be all tied together or the skid fabricated to resolve the forces within the unit is self. Right now it seems like you are relying solely on friction to resist the horizontal force which seems like a mistake.
