Here's the situation: given a total installed cost, it's pretty well established that for the mythical average project, about 10% of that TIC accounts for engineering. Now, two questions:
1. What fraction of that engineering cost is covered by process (chemical) engineering?
2. Is it a reasonable rule of thumb to say that 60% of the process engineering cost comes during the preliminary phase, with 30% during detailed engineering and the balance during final engineering?
