factor of safety

i'm going to design a boiler for steam generation in a cinnamon oil distillation plant.what would be the ideal safety factor i should use for it?interior pressure is 10kPa

The design code will either have a factor of safety built into it or specify it outright. Boiler design is not a good project for the uninitiated. I recommend seeking an experienced pressure vessel designer to consult with you on this project.
