Factored or service load B.C value??

I am designing an isolated footing of a steel column on SAFE , the bearing pressure value is 67kpa and 90 kpa on service load and factored load respectively with 5mm and 8mm settelment similarly.
And soil investigation report says that the net allowable bearing capacity is 70 kpa based on settlement (allowable settlement 25mm) and 150 kpa based on shear failure (shear failure FOS is 3)
So my question is that if I consider allowable bearing capacity based on settlement (minimum one) which is 70 kpa so which bearing pressure value I should consider from SAFE model service load or factored load for comparison with allowable B.C.

In general, the word "allowable" means that you should be dealing with service loads (or ASD - Allowable Stress Design). Soil related things are always based on allowable loads as far as I have seen.
