Factors affecting Cables insulation resistance testing

I wonder what could cause low insulation resistance test when cable is connected to the circuit breaker but the circuit breaker is opened and no voltage transformers are connected to the line. My question does capacitive voltage indicator could cause lower value of cable insulation test and how could I exclude the voltage indicator from the circuit while performing the test?
